Forensic Audit

In June 2013, Director of Education Donna Quan requested the Ministry of Education conduct a forensic audit of the Board to address questions about financial accountability. The audit on the financial management practices of the TDSB was conducted by Ernst & Young LLP and covered the period from September 2009 to June 2013. 

The final report was released in December 2013 and focused on nine sections:

  • Audits

  • Financial reports submitted to the Ministry

  • Broader public sector compensation restraint

  • Contracts without proper approval

  • Procurement

  • Staffing – succession planning

  • Audit Committee mandate

  • Director’s office expenses

  • Other

The TDSB has made a number of changes in the past few months and the forensic audit is another opportunity to take action, improve our systems and processes and ensure that every decision we make supports students. We will continue to work with the Ministry to address the recommendations in the report.

Update: At the Audit Committee on September 22, 2014, staff provided an update on the progress of recommendations from recent audits and reviews, including the forensic audit. The previous update was provided at the Planning and Priorities Committee on February 26, 2014.
