Admissions for Non-Resident Students

The International Students and Admissions Office (ISAO) adheres to the TDSB Admission Eligibility Requirements (PR518) and the Ontario Ministry of Education Memorandum (Ontario 2024: SB16) in processing admission requests for non-resident students that may qualify for fee-exempt status.

Staff at the TDSB are not immigration officials, and it is the responsibility of parents to ensure that their immigration documents are accurate and up to date with the International Students and Admissions Office.

For families moving to Canada, eligibility for school enrollment and fee-exempt status is determined by their status in Canada, the Ontario Ministry of Education guidelines, and the relevant supporting regulations. The Education Act determines whether a student is entitled to receive fee-exempt education in Ontario.

Placement of non-resident students is strictly based on the residential address of the parent/legal guardian within the City of Toronto. Admission letters are issued only to eligible students under the age of 18 who are physically present and residing in Ontario, Canada. Tuition fee may apply if the student does not meet the documentation requirements of the Ontario Ministry of Education.

Please note the ISAO does not issue admission letters for the purpose of study permit or entry visa applications.

International students residing outside of Canada can apply through ISAO if they intend to attend TDSB International student programs. Tuition fee shall apply. For more information on the application process, please click HERE.

Dependent of Foreign Religious Clergy

A valid visitor record/permit from IRCC

Letter from the religious organization indicating the duties fulfilled by the parent

The student must obtain an admission letter from ISAO before registration at school.

Dependent of Foreign Diplomat

Parent’s valid official visa or diplomat card issued by Canadian government
