Health & Safety Issue Observed	insufficient means of communication (ie: PA, radio, etc.)
Health & Safety Issue Details	No dial tone on phone and its partially blocked by things in front of it. Even if this room is not in use, the phone should still be functioning - see photo

Corrective Action	Principal to review with Family Team Leader to ensure a communication plan is in place. PA's and telephones are not required in 'service rooms'.
